Does an IPTV connection increases broadband Internet upload ...

[India Broadband Forum] Now that increase in bandwidth something which would make me want to opt in for IPTV immediately, but while going through the discussions on this forum it has been suggested that, on getting an IPTV connection my Broadband connection will be shifted from 2Mbps server to 8Mbps server on BSNL premises but the increase in Bandwidth is for IPTV signals only, and will not increase my Internet upload/download speed.
